Is there a Saskatchewan tattoo age law?
No. Saskatchewan does not have a province-specific law setting a minimum age for tattoos. What it does have is an age of majority of 18, and that ends up being the line most shops draw. A tattoo means signing a consent form, which is basically a contract, and that pushes reputable shops to require you to be a legal adult.
So what is the real answer?
18 with valid photo ID. That is the standard across Saskatchewan and the answer you should plan around. A few shops will tattoo a 16 or 17 year old, but only with a parent or guardian physically present and consenting, and plenty of shops will not tattoo minors at all. It is a shop-by-shop call, not a province-wide rule.
